Having an Authorization Certificate

Real and legal persons who will carry out transportation activities within the scope of ADR Regulation must have any of the C1, C2, K1, K2, L1, L2, M1, M2, M3, N1, N2, R1, R2 and TIO authorization certificates according to the Road Transport Regulation.

Authorization Certificate Holder

The holders of authorization certificates to carry must obtain permission from the relevant or competent authorities specified in the table in order to carry the dangerous goods and goods whose classes are specified in the table below. Such permits shall be valid for a maximum of one year from the date of authorization.

Obtaining Dangerous Goods Activity Certificate

Businesses that deal with one or more of these activities as filling, packaging, loading, sending, receiving, discharging and tank container / transportable tank operators who deal with one or more of these activities as filling, packaging, loading, sending, receiving, discharging and tank container / transportable tank operator must obtain a Dangerous Goods Activity Certificate. In addition, those who have C1, C2, C3, K1, K2, K3, L1, L2, M1, M2, N1, N2, P1, P2, R1, R2 and TIO authorization certificate according to the Road Transport Regulation and who carry out transportation activities within the scope of the Directive on the Procedures and Principles Regarding the Issuance of Dangerous Goods Activity Certificate are also obliged to obtain TMFB.

Obtaining Vehicle Conformity Certificate for Tankers

  1. It is compulsory to obtain ADR/Vehicle Conformity Certificate for vehicles in case of transportation of hazardous substances with fixed or removable tanks over 1 m3 or with transport units over 3 m3 such as tank-container, portable tank, EEGK, vacuum operated waste tank, tank swap body etc.
  2. It is not compulsory to obtain ADR/Vehicle Conformity Certificate for vehicles in case of transportation of hazardous materials in packaged and bulk. However, it is compulsory to obtain ADR/Vehicle Conformity Certificate for vehicles carrying explosive substances and objects (Class 1) in packaged form.
  3. Vehicles (EX/II, EX/III, FL, AT and MEMU) to be used in the transportation of dangerous goods to the countries that are parties to ADR and vehicles with model year 2015 and later to be used in the transportation of dangerous goods in the country must obtain an ADR Certificate of Conformity annually by the Ministry or its authorized institutions / organizations according to the provisions specified in ADR Section 9.
  4. For vehicles with model year 2014 and before (old vehicles) that do not fully meet the requirements of ADR to be transported within our country borders and / or to countries that are not party to ADR, it is obligatory to obtain a Vehicle Conformity Certificate by applying annually by the Ministry or the institutions / organizations authorized by the Ministry according to the procedures and principles determined by the Ministry.
  5. The superstructures of completed vehicles with model year 2014 and earlier that do not meet ADR requirements and that have received a Vehicle Due Diligence Certificate or Vehicle Conformity Certificate may be transferred to vehicles with model year 2015 and later that are manufactured in accordance with ADR, provided that they meet the technical criteria specified in the procedures and principles published by the Ministry. In this case, a Vehicle Conformity Certificate is issued to the relevant vehicles regardless of their model year. Likewise, in case of a request to renew the tank part of old vehicles, a tank manufactured in accordance with ADR must be used in the vehicle.

Having SRC 5 Certified Driver

  • Drivers who will carry dangerous goods on national and international highways must have a Dangerous Goods Transportation Driver Training Certificate (SRC5) /ADR Driver Training Certificate.
  • Drivers and vehicle personnel are required to take 19 hours of Basic ADR training to familiarize themselves with the general requirements of the provisions for the transportation of dangerous goods. Drivers who pass the exam to be held after the training will have the Dangerous Goods Transportation Driver Training Certificate (SRC5).
  • Drivers transporting class 1 and class 7 goods are also required to take a special training of 8 hours each.
  • Drivers are obliged to attend renewal trainings and renew their certificates by passing the relevant exam every 5 years before the expiration of the driver certificate.

Compulsory Financial Liability Insurance for Dangerous Goods and Hazardous Waste

Authorization certificate holders are obliged to have Hazardous Substances and Hazardous Waste Compulsory Financial Liability Insurance for their vehicles carrying dangerous goods.

During the inspections, if it is determined that the Compulsory Financial Liability Insurance for Hazardous Substances and Hazardous Waste is not carried out, if the transportation has started, the continuation of the transportation will only be allowed until the nearest settlement point.

Having ADR Kit (Personal Protective Equipment) in Vehicles

Vehicles must be equipped with the following equipment.

  • Chocks suitable for the maximum weight of the vehicle and the diameter of its wheels
  • 2 portable warning signs
  • Protective vest
  • Flashlight
  • A pair of gloves
  • Glasses
  • Eye wash shower
  • Gas mask
  • Boots (anti-static sole, with an iron tip
  • Bucket/Collecting pool
  • Shovel, brush
  • Drainage Plug

Availability of Fire Extinguisher Suitable for Vehicle Type

  • It is obligatory to have fire extinguishers in vehicles with weights determined in accordance with the type of vehicle. Fire extinguishers must be checked every two years and must cover at least A, B and C fire classes.
  • For vehicles over 7.5 tons+: Vehicles must be equipped with 12 kg fire extinguishers, one of which must be at least 6 kg.
  • For vehicles between 3.5-7.5 tons: Vehicles must be equipped with a total of 8 kg fire extinguisher, one of which must be at least 6 kg.
  • For vehicles under 3.5 tons: Vehicles must be equipped with 4 kg fire extinguishers, one of which must be at least 2 kg.

It is mandatory to have the Multimodal Dangerous Goods Transportation Form for dangerous goods transported by more than one mode.

Responsibilities of the Shipper

  • Loading dangerous goods into the vehicle only if the conditions in accordance with the provisions of ADR are met,
  • When handing over packaged dangerous goods or uncleaned empty packages to the transporter, check that the packages are not damaged,
  • Not loading a damaged or at risk of leakage or an empty uncleaned package until the damage has been repaired,
  • To comply with the legislation and special rules regarding the loading and handling of dangerous goods,
  • Ensure that the hazard signs and labels required on packages and equipment are present and maintained,
  • To ensure that the container is marked and labeled with the necessary danger signs after loading dangerous goods into the container,
  • When loading packages, taking into account the other cargoes in the vehicle, observe the prohibitions on co-loading as well as the rules on the separation of food and foodstuffs or animal feed,
  • Informing the driver about the hazardous substance being transported, the UN number of the substance, the official name used in transportation and the packaging group,
  • According to ADR 3.4, if transportation is carried out within the scope of exemptions for dangerous goods packaged in limited quantities; To ensure that the hazardous substance is generally identified without specifying the UN number, name, class and packaging group,
  • To ensure that the personnel who will load dangerous goods are trained in this regard and to submit these training documents to the Ministry when necessary,
  • During the loading of the vehicles, he/she is obliged not to allow fire, open lighting and smoking in the immediate vicinity of the vehicles, not to keep objects with sparking properties and not to work with clothes with such properties.
